Applying
The complete and signed application for an ICT permit shall be submitted together with the appendices by the host entity established on the territory of the Republic of Poland where the work is to be carried out. The application is submitted to the voivode competent for its seat.
Submitting an application does not require a personal appearance at the voivodeship office – the application may be sent by post or submitted to the delivery office of the department competent for foreigners or its delegation.
At the time of submitting the application for a permit, the foreigner must be outside the territory of the EU Member States – if the host entity applies for the first temporary residence permit to perform work as part of an intra-corporate transfer.
If the foreigner is already in Poland on the basis of an ICT permit and intends to continue their stay for the same purpose, the application for another permit is submitted by the receiving entity no later than on the last day of their legal stay on the territory of the Republic of Poland. Failure to comply with this deadline results in a refusal to grant a permit (if such proceedings are initiated).
If the application in such a situation was submitted during the legal stay and did not contain formal deficiencies or they were completed on time, the voivode shall include a stamp in the foreigner's travel document, which confirms the submission of the application. The foreigner's further stay in Poland is considered legal from the date of submitting the application until the date on which the decision on granting a temporary residence permit becomes final.

Departments responsible for foreigners in the voivodeship offices have introduced a system of electronic booking of visits in order to submit an application. Be sure to check the rules for booking a visit to a given office. The waiting time for the visit may be extended, so do not hesitate and book your visit well in advance.
When it is not possible to visit during legal stay in Poland (i.e. before the expiry of the visa, permissible stay in visa-free regime or the validity period of the residence permit), you can send the application in paper form by post (the date of issuing a parcel at an office of Poczta Polska SA decides) or submit it (in person or with the help of another person) at the office's registry desk. However, you will then be summoned to appear in person at the time specified by the voivode. If you do not comply with the summons, the application will not be processed.
The stamp on the travel document does not entitle you to travel within the territory of other Schengen States. A foreigner can go to the country of origin or permanent residence, but to return they must obtain a visa if they come from a country subject to visa requirements or meet the entry conditions in visa-free regime.
