Document confirming the right of permanent residence

A document confirming the right of permanent residence is issued to an EU citizen who has acquired this right, in accordance with the conditions set out in Chapter 4 of the Act of 14 July 2006 on entry into, residence and exit from the territory of citizens of the Member States of the European Union and their family members. To obtain it, an application for a document confirming the right of permanent residence should be submitted to the locally competent voivode. This application shall, as a rule, be made in person.

However, the requirement to appear in person to submit an application does not apply to minors and persons who are completely incapacitated. In addition, the requirement to appear in person to submit an application may be waived in particularly justified cases, including due to the applicant's state of health. The application shall be accompanied by up-to-date photographs of the applicant. The document confirming the right of permanent residence is issued with a 10-year validity period.

The receipt of a document confirming the right of permanent residence is possible upon presentation by an EU citizen of a valid travel document or other valid document confirming their identity and nationality.

If the document confirming the right of permanent residence has been issued to a minor who has not reached the age of 13 by the date of its receipt, or to a person completely incapacitated, the document shall be collected by the parent, legal guardian, or guardian, respectively, upon presentation of a valid document confirming their identity.

The document confirming the right of permanent residence may also be collected by a representative, on the basis of a special power of attorney to receive this document, upon presentation of a document confirming its identity.
